44 new freight wagons were received at the port of Dar es Salaam for the Tanzania Intermodal and Rail Development Project (TIRP). The TIRP project intends to rehabilitate the meter-gauge railway from Dar es Salaam to Isaka (970km) to increase its capacity of carrying freight from 13.5 tonnes axle load to 18.5 axle load. The new carriages will be used to transport cargo from the port of Dar es Salaam to the dry port of Isaka in the Shinyanga region using the old railway that has been upgraded through the TIRP project.

Minister of Works and Transport of Tanzania Prof. Makame Mbarawa, speaking at the event, stressed that the TIRP and the Standard Gauge Railway (SGR) projects will strengthen the country’s economy and change the lives of the general population through better and more reliable transport services.

Speaking at a historic event to launch the flash butt welding of the Standard Gauge Railway (SGR) exercise that took place at Soga in Coastal region outside Dar es Salaam, the Minister for Works, Transport and Communications, Eng. Isack Kamwele said first trials for speedy electric train will be conducted in July this year to cover a section of the SGR.
The first 300 km phase running from Dar es Salaam to Morogoro with 6 stations in between will commence its operations in December this year. There will be three passenger trains in phase one at the starting point that will be taking daily round trips between the two cities. Each passenger train is capable of making 9 to 12 trips a day or even more.

Dar es Salaam. The construction of Standard Gauge Railway (SGR) project from Dar es Salaam to Morogoro has reached 42 per cent while construction of the Makutupora-Tabora section stands at six per cent.
The Tanzania Railways Corporation (TRC) executive director, Mr Masanja Kadogosa, told The Citizen on the sideline of a meeting on “sixth capstone course” that brought more than 50 senior government officials from the mainland and Zanzibar.
Tanzania signed an agreement with Turkish and Portuguese firms to construct the Dar es Salaam- Morogoro stretch at Sh2.7 trillion, which is expected to be completed by November 1, this year. “So far the construction progress is on the right track . We are optimistic that we are going to finalise the Dar-Morogoro section within the next 10 months” , he said.

2018-11-16 Negative balance of payments widens, new BoT report shows

Dar es Salaam. Increased capital goods imports, mainly related to infrastructure projects and the rise of oil prices in the global market, have continued to widen the balance of payments deficit.

The growing BoP deficit was also partly on account of widening of the current account deficit.

The current account deficit nearly doubled to $2,159.0 million in the year ending September  2018 from $1,192.5 million in the year ending September 2017, largely accounted by increase in imports, particularly transport equipment and building and construction.

The BoT report has said the growing BoP deficit was a result of aggressive imports of capital goods for infrastructure projects including Standard Gauge Railway (SGR), roads and bridges, ports, airports as well as an increase of world market’s fuel price.

2018-Oktober. Erste Teilstrecke im Bau

Eine türkische Firma begann die erste Teilstrecke (DSM-Morogoro) der neuen Zentralbahn mit internationaler Spurbreite zu bauen. Ihre elektrisch betriebenen Züge sollen bis zu 160 km/h erreichen. Damit wird die Fahrzeit von DSM nach Morogoro auf eineinhalb Stunden verkürzt. Für die Teilstrecke werden 36.000 t Schienen eines japanischen Herstellers verbaut. Die Beton-Schwellen werden in Tanzania hergestellt. Die Kosten von $ 1,2 Mrd. finanziert die türkische Exim-Bank vor.

Für die nächste Teilstrecke Morogoro-Dodoma (430 km) schloss die Regierung einen Finanzierungsvertrag in Höhe von $ 1,46 Mrd. mit der britischen Standard Chartered Bank Gruppe ab. Der Haushaltsausschuss des Parlaments äußerte Zweifel, ob Tansania genügend elektrische Energie für den Betrieb der Bahn erzeugen könne.

Dar es Salaam. The Trade and Development Bank (TDB) will give a $400 million soft loan (about Sh900 billion) to Tanzania for the construction of the standard gauge railway (SGR) and a gas power generation project in Kilwa.
This was disclosed in Dar es Salaam on Tuesday by Mr Admassu Tadesse, president of the bank headquartered bin Nairoby, Kenya. …
Mr Tadesse clarified that his bank has allocated $200 million for the construction of the SGR and the same amount for the Kilwa gas power plant in Kilwa Lindi region.

Construction is now underway on the second phase of the 1,219-kilometre Tanzania standard gauge railway, which seeks to connect Dar es Salaam to the port city Mwanza on the shores of Lake Victoria in northern Tanzania.

Phase two of the standard gauge railway project will involve construction of a 426 km line from Morogoro to Makutuporo region in Dodoma in a move that is expected to gift Tanzania with its first high-speed railway.

Work is proceeding on the first phase of the project, which involves replacement of the existing century-old Dar es Salaam to Morogoro narrow gauge line with a new standard-gauge railway line.

DAR ES SALAAM Tanzania (Xinhua) — The government of Tanzania has awarded a 1.92 billion U.S. dollars contract to a Turkish firm to construct a 336-kilometer standard gauge railway (SGR) line from Morogoro to Makutupora in the east African nation’s political capital Dodoma. …  „The new railway line will have a capacity of transporting 17 million tonnes of cargo each year, with a 35 tonne axle load capacity.

„It will be used by electric trains moving at a speed of 160 kilometers per hour,“ added the statement.  … The Tanzanian government wants the new standard gauge railway to replace the existing narrow gauge railway line built some 112 years ago.

In February this year, the same Yapi Merkezi company was awarded by the government a deal worth 1.22 billion dollars in joint venture with a Portuguese company to build a 300-kilometer SGR line from the port of Dar es Salaam to Morogoro.

The government did not immediately say how it would pay for the cost of building the Morogoro-Makutupora line, but it previously announced that it was constructing the railway section from Dar es Salaam to Morogoro using its own funds.

Speaking at a signing ceremony for the Morogoro-Makutopora rail deal, RAHCO’s acting managing director, Masanja Kadogosa, said the line would be built within 36 months. … …

In total, the government expects to spend 14.2 billion U.S. dollars over the next five years to build a 2,561 kilometers standard gauge railway network connecting the country’s main Indian Ocean port of Dar es Salaam to eastern and southern Africa’s hinterland.

Rwanda and Tanzania have agreed on joint construction of a Standard Gauge Railway (SGR) from Isaka (northwestern Tanzania) to Kigali, a move which will facilitate movement of goods between the two countries.

The agreement was reached following a meeting between President Paul Kagame and his Tanzanian counterpart John Pombe Magufuli, during the former’s one-day working visit to Dar-es-Salaam, yesterday.

President Magufuli said that they have instructed the Infrastructure ministers of the two countries to meet in the coming week to deliberate on an agreeable financing model.

The meeting between the ministers will, among other aspects, consider the financing models of the project before a tender announcement for the project is issued.

Magufuli said that they expected to break ground for the project within this year.

The railway line is expected to link Dar-es-Salaam and Kigali via Isaka, and expected to improve movement of goods into and out of the country considering that over 60 per cent of Rwanda’s imports and exports go through Tanzania.

Studies conducted by the East African Community (EAC) indicate that the Tanzanian railway route would cost Rwanda about US$800 to $900 million.

The Standard Gauge Railway from the port of Mombasa via Uganda is expected to cost Rwanda close to US$1 billion, initial studies had shown.

Rwanda has maintained that the country intends to implement both routes (via Tanzania and Kenya) to increase efficiency and reduce cost of transport of goods.

Tanzania has floated a multimillion dollar tender for 19 electric trains to be used on the standard gauge railway (SGR) which is under construction.

State-run railway firm Reli Assets Holding Company (Rahco) is seeking the supply of the locomotives, 14 of which will be cargo trains.

The deadline for the bids closes end of this month as Tanzania eyes becoming the East African Community logistics hub, a status currently held by Kenya.

Tanzania will also become the first country in the region to use high-speed electric cargo and passenger trains.

According to the tender notice, Rahco said the government has set aside funds for the purchase of the engines and carriages to operate along the Central Corridor.

Ohne bessere Straßen und Eisenbahnen wird es keine Entwicklung des Kontinents geben. Milliarden-Investitionen sind dringend nötig. Doch wer bringt das Geld dafür?

DÜSSELDORF, 19. November. Verfallene Eisenbahnstrecken, bröckelnde Fernstraßen und verstopfte Städte: Die Verkehrsinfrastruktur in Afrika ist in einem beklagenswert schlechten Zustand. Dies ist auch eines der wichtigsten Entwicklungshemmnisse für den Kontinent. Die Weltbank schätzt, dass die Produktivität in Afrika – also das Wohlstandsniveau – ohne Infrastrukturdefizite bis zu 40 Prozent höher sein könnte. Hohe Transportkosten sind einer der Gründe für den nur schwachen innerafrikanischen Handel. Hinzu kommt die Energiekrise. Wegen häufiger Stromausfälle in vielen Ländern Afrikas verlieren Unternehmen jedes Jahr rund 5 Prozent ihrer Umsätze.
Die Infrastruktur hat sich in den vergangenen Jahrzehnten eher verschlechtert. Das zeigen die Zahlen zum Eisenbahn-Streckennetz. In den achtziger Jahren gab es 65000 Kilometer Eisenbahnen in Subsahara-Afrika, heute sind weniger als 60000 Kilometer Bahnlinien in Betrieb. Zum Vergleich: Das deutsche Eisenbahnnetz umfasst 43500 Kilometer.

Der Ausbau der Eisenbahnen werde kommen, versprechen die Regierungen. In den 54 Ländern des Kontinents würden derzeit 300 Eisenbahnprojekte geplant, allerdings seien die Projekte in sehr unterschiedlichen Stadien, sagt Kenneth Odero vom Namibian-German Center for Logistics. Laut Regierungsangaben liege das Investitionsvolumen bei mehr als 500 Milliarden Dollar, erklärt der Institutsleiter. „Wir reden hier über einen riesigen Markt.“ Ob die Pläne aber verwirklicht werden, steht auf einem anderen Blatt. Eines der Haupthindernisse ist ein Mangel an Finanzierungen.
Im vergangenen Jahr, als der Rohstoffpreisverfall Afrikas Wirtschaftswachstum stark gebremst hatte, ging die Finanzierung für Infrastrukturprojekte laut Infrastructure Consortium for Africa (ICA) um 21 Prozent auf 62 Milliarden Dollar zurück, davon 25 Milliarden Dollar für Verkehrsprojekte.

Die Chinesen haben vor mehr als einem Jahrzehnt begonnen, den Kontinent systematisch als Investitionsfeld und Markt zu erobern. Sie kleckern nicht, sondern klotzen. Berühmt-berüchtigt sind sie für ihre großen Investitionen, für die sie gleich eine Finanzierung mit anbieten. Eine chinesische Staatsbank vergibt einen Kredit mit anfangs erstaunlich günstigen Konditionen, wenn afrikanische Länder den Auftrag für eine neue Eisenbahn, Fernstraße, einen Flughafen oder Hafen an ein chinesisches (Staats-)Unternehmen vergeben. Die Baufirmen bringen oft ihre eigenen Arbeiter mit, zu Tausenden sind Chinesen auf afrikanischen Baustellen tätig. Die Kehrseite ist, dass sich afrikanische Länder oft zu langfristigen Rohstofflieferungen verpflichten.

Tanzania yesterday appealed for South African support towards accessing soft loans from the BRICS development bank for construction of the standard gauge central railway network.

Dr Magufuli told his guest that Tanzania was determined to undertake the ambitious railway project to facilitate smooth transportation of passengers and goods to eventually boost the economy.

„The soft loan will enable us to undertake some of the phases in the envisaged project as we aim at middle income economy by 2025,“ Dr Magufuli told reporters after his closed-door meeting with Zuma.

TANZANIA’s president Mr John Magufuli officially launched construction on April 12 of the first phase of the country’s 2561km standard-gauge railway project which will eventually link the Indian Ocean port of Dar es Salaam with Mwanza on Lake Victoria and Kigoma on Lake Tanganyika, as well as neighbouring Rwanda and Burundi.
The 205km first phase will run from Dar es Salaam to Morogoro and is expected to be completed October 2019. A $US 1.2bn contract to build this section was awarded to Yapi Merkezi, Turkey, and Mota-Engil, Portugal, in February.

Korea’s national railway operator Korail was awarded a contract by Tanzania’s Reli Assets Holding Company on April 10 to provide consultancy services. Korail will supervising the design and construction of the standard-gauge line from Dar es Salaam to Mwanza, and will begin working on the first section on May 5.

Phase one will be designed for 160km/h operation and will have six stations including a dry port at Ruvu. The line is expected to carry 17 million tonnes of freight annually.
President Magufuli says the Turkish president, Mr Recep Erdogan, expressed an interest in funding the 336km second phase from Morogoro to the capital Dodoma during his visit to Tanzania in January.

Magufuli also revealed that the World Bank is providing Shillings 300bn ($US 134.7m) to assist with the maintenance of Tanzania Railway’s 2700km metre-gauge network.

Der Deutsche Jürgen Mossack und sein panamaischer Kompagnon Ramón Fonseca sind laut Medienberichten festgenommen worden. Die Büros ihrer Firma wurden demnach durchsucht. Die Ermittlungsbehörden werfen Mossack und Fonseca vor, dabei geholfen zu haben, Geld zweifelhafter Herkunft zu verstecken.

Die Enthüllungen der Panama Papers hatten gezeigt, dass Fonsecas Kanzlei Geschäftsbeziehung auch zu Drogenkartellen, Mafia-Clans, Betrügern, Waffendealern und Regimen wie Nordkorea oder Syrien hatte.

Seit den ersten Veröffentlichungen der Panama Papers durch die Süddeutsche Zeitung und Partnermedien wurden in vielen Ländern Ermittlungen aufgenommen.

THE government yesterday signed a Memorandum of Understanding (MoU) with two construction companies from Portugal and Turkey for the construction of a 300 km standard gauge railway line between Dar es Salaam and Morogoro worth 2.2tr/-, whose implementation is expected to commence in the next six weeks.

The railway line to be constructed using electric-infrastructure is set to spend seven-hours from Dar es Salaam to Mwanza cruising at 160 kilometers per hour – the highest compared to the rest in Africa. The train will spend 2 hrs and 30 minutes from Dar es Salaam to Dodoma. The railway-line is designed to carry 17 million tonnes of cargo per year.

Railway project still up for grabs

Dar es Salaam. The government has explained that it is yet to enter into any exclusive deal with any country or company with regard to the funding and implementation of the project to upgrade the Central Railway Line to a standard gauge.

This was revealed yesterday by the Minister for Works, Transport and Communications, Prof Makame Mbarawa, in an exclusive interview with The Citizen.

Earlier this week, during the visit by Turkey leader Recep Erdogan, President John Magufuli revealed that Ankara has been invited to construct a total of 400km of the infrastructure. Although President Magufuli did not touch on China’s role in the multibillion dollar project, his public imitation of Turkey triggered the assumption that Beijing had been side-lined in the deal.

President John Magufuli signalled his determination to develop the country’s infrastructure earlier in the year when he raised the allocation for development projects from 26 per cent to 40 per cent of the budget.
Major investments during the one year of the Magufuli presidency are the construction of the standard gauge railway, the Uganda-Tanzania oil pipeline and the revival of Air Tanzania Corporation (ATCL).
In the 2016/17 budget, the Finance Minister allocated Tsh1 trillion ($455 million) for construction of a standard gauge railway (SGR) line that will link Tanzania with the landlocked neighbouring East African countries on the Central Corridor, Rwanda, Burundi, Democratic Republic of Congo and Uganda.
The 2,190km project will be implemented in four phases over the next three years, beginning with the 200km Dar es Salaam-Morogoro section, expected to start in January 2017. The government is in the process of selecting a contractor out of about 40 applicants.
In addition to the funds allocated in the 2016/17 budget, in July, Tanzania signed a memorandum of understanding with China’s Exim Bank, for a $7.6 billion loan to finance the project.

Tanzania Central Corridor Railway Construction to Start in December 2016

The construction of Tanzania’s standard gauge railway (SGR) along the central corridor is set to start in December 2016. The 2,190km railway involves the construction of a SGR from Dar es Salaam …  to Makame Mbarawa, Tanzania’s Minister of for Works, Transport and Communications, the SGR project will be completed in 4 phases over the next 3 years. Tanzania President Magufuli recently noted that the implementation of the railway project will help lift the economy of Tanzania and its neighboring countries, including Uganda, Rwanda, Burundi, and the Democratic Republic of Congo (DRC).

Rwanda Choose Tanzania for Rail Link to Indian Ocean

Rwanda’s rail links to the Indian Ocean will pass through Tanzania, instead of Kenya, due to lower cost and less time needed for the construction. The Tanzanian option will link Kigali to Dar es Salaam for an estimated cost of around USD900m versus USD1bn for the Kenyan option, according to the Rwanda Ministry of East African Community Affairs. The primary objective of the railway is to provide the landlocked countries of Rwanda and Burundi and the interior of Tanzania with a more efficient and low cost transport link to the port of Dar es Salaam via the Central Corridor. The rail links to the Indian Ocean will be constructed under the Dar es Salaam-Isaka-Kigali/Keza-Musongati (DIKKM) Standard Gauge Railway (SGR) project, which is expected to be completed by 2018 at the total cost of USD5.2bn.

Panama Papers name 45 Tanzanian tycoons

At least 45 Tanzanian businessmen emerged yesterday in the latest release of Panama papers that details the names of people and related companies with offshore accounts in territories that are known as tax havens.

The 45 are those shown in the papers as giving Tanzania as their home countries and include names of well known businessmen and some have been or continue to be politicians. Their details were captured in both the Panama and Offshore Leaks, the two sets of millions of documents stolen from the custodians of the information about the shadowy records of some of the world’s mighty leaders and business conglometarates.

There is nothing in these papers to suggest wrong doing by the named Tanzania individuals but the International Consortium of Investigative Journalists (ICIJ) who published the data, say the information would help expose the secret dealings of those who keep their moneies in the offshore accounts, usually in small countries known to shield business operations from tax responsibilities.

China to Cooperate with Tanzania for the Construction of 2,561 km Railways to Rwanda and Burundi

April 26, 2016:   China has agreed to cooperate with Tanzania in the construction of the 2,561 km standard gauge railway connecting the port of Dar es Salaam to Rwanda and Burundi. The project is expected to cost between USD 6.8 bn, with the first phase to involve the construction of a 1,216 km railway connecting Dar es Salaam with Mwanza, on the southern shores of Lake Victoria in northwestern Tanzania, passing by Tabora and Isaka. (…)  The Minister of Works, Transport and Communication of Tanzania, Prof. Makame Mbarawa, indicated that the next step is to announce the tender for the construction of the railway and ask the winners to begin work immediately.

Tanzania Railways Limited (TRL), the state-owned enterprise that runs Tanzania’s main railway network, has recently presented a series of measures to enhance the Tanga Railway Line that connects Tanga and Arusha in Tanzania’s northeastern region. .… According to the African Development Bank (AfDB), Reli Asset Holding Company (RAHCO), in charge of maintaining and developing Tanzania’s rail infrastructure, is also supporting the revival of TRL by developing a plan to replace worn and light weight rails with 80 pounds per yard rails, that is meant to end with the speed restriction and enhance time delivery and boost cargo volume.
